Mark E. Felger is a Member of the firm, practicing in the Bankruptcy, Insolvency and Restructuring Practice Group. He is the Office Managing Partner of the Wilmington, Del., office and co-chair of his practice group.

Mark has a broad commercial practice, focusing in the areas of Chapter 11 reorganization and general insolvency law. He has represented all constituencies in corporate restructurings both in and out of Chapter 11, including debtors, unsecured creditors' committees, plan trustees, secured creditors, trade creditors, landlords, unions, equipment lessors, reclamation creditors, insurance companies and equity security holders as well as acquirers of troubled businesses.

Mark’s practice includes in large part: (i) counseling debtors concerning the advantages and disadvantages of Chapter 11 and navigating the entity through non-judicial restructurings and Chapter 11 proceedings; and (ii) advising unsecured creditors’ committees as to their rights and remedies in the Chapter 11 process.

Prior to joining Cozen O’Connor, Mark spent eight years with Wolf, Block, Schorr and Solis-Cohen, working with its bankruptcy, corporate, and litigation departments. While there he served on a temporary basis as general counsel of a subsidiary of Advanta Corp., a major client of his former employer.

Mark graduated from Rochester Institute of Technology, with high honors in 1985, and received his J.D. in 1989 from Boston University. He was admitted to the Pennsylvania Bar and before the U.S. District Court for the Eastern District of Pennsylvania in 1989; the New Jersey Bar, the U.S. District Court for the District of New Jersey, and the U.S. Court of Appeals for the Third Circuit in 1996; the Delaware Bar and U.S. District Court for the District of Delaware in 2000; and the New York Bar in 2005. Mark is certified as a business bankruptcy specialist by the American Board of Certification, and serves on the panel of mediators for the Bankruptcy Court in Delaware.

Mark has been recognized by his peers and Law and Politics multiple times as both a Delaware and Pennsylvania "Super Lawyer." He was also named one of the best bankruptcy lawyers in Delaware by Chambers USA for the past several years.
