Ned E. Tolbert joined Cozen O'Connor’s San Diego office in February 2002, and practices with the Subrogation & Recovery Department. He concentrates his practice on casualty and property recovery. Prior to joining Cozen O'Connor, Ned maintained a private practice in Sacramento, California, practicing civil litigation and insurance subrogation from 1988-2001.
Ned received his bachelor of arts degree from the University of the Pacific in 1978. In 1983, he received his law degree from the University of San Francisco School of Law. He served as a judicial clerk for the Third District Court of Appeals in 1981 for the Hon. George Paras. Ned is a certified mediator through the California Alternative Dispute Resolution Programs Act and has served as a judge pro tem in Sacramento and Yolo Counties.
