Evan Berquist, an associate in Cozen O’Connor’s Corporate Practice Group, discusses Cuba’s food-rationing system and responsible tourism on the travel blog, Epicure and Culture. In the piece about Cuba’s growing food tourism market, Evan outlines the impact that tourism has on the ration supplies available to most Cubans. He explains that while expanding private sector food production can be a positive thing, “It's difficult – if not impossible – to visit Cuba without detracting from the food supply available for Cuba’s rationing system.” Although current U.S. policy under the Obama administration has focused on empowering entrepreneurs, Evan cautions that the Castro regime may continue to maintain tight control over the economy while avoiding necessary reforms. In that case, Evan says, “the divide between the private economy and the state-controlled sector would continue to widen.”
