NEW YORK – February 6, 2020 – Cozen O’Connor is pleased to announce Evan J. Preminger, who previously served as Assistant Secretary for the Environment under New York Governor Andrew M. Cuomo, has joined Cozen O’Connor and Cozen O’Connor Public Strategies, the firm’s government relations practice. Preminger will reside in the firm’s midtown Manhattan office where he will be the Director of New York Environmental Matter for Cozen O'Connor Public Strategies and will advise on environment-related matters as an associate in the firm’s Utility, Environmental & Energy Practice.
As Assistant Secretary for the Environment, Preminger supervised operations and policy development for New York State’s environmental and parks agencies, which included reviewing the department’s budgetary proposals and draft regulations. He also developed policy proposals to advance Governor Cuomo’s environmental agenda, including proposed budget legislation and State of the State priorities.
Preminger will now represent and counsel clients on a variety of environment-related transactional and regulatory matters, including real estate conveyance, environmental indemnity or insurance cases, environmental permitting, brownfield cleanup agreements, and environmental quality reviews.

Prior to joining New York state government, Preminger was an associate at Greenberg Traurig LLP, where he represented business clients in state and federal permitting and regulatory enforcement cases, including those involving the Clean Water Act, New York State Wetlands regulation, the New York State Environmental Quality Review Act, Superfund, and the New York State Brownfield Cleanup Program.

Preminger formerly served on the emerging leaders steering committee of the New York League of Conservation Voters and as secretary of the New York City Bar Association’s Election Law Committee. He earned his J.D. at Columbia Law School and his B.S. in Urban and Regional Studies at Cornell University.
