Chicago Police Department already is controlled by civilians—in City Hall

Dick Devine, of counsel, in Cozen O'Connor's Criminal Defense and Internal Investigations practice, shared in Crain's Chicago Business his concerns over the recent proposal to shake up the organizational structure of the Chicago Police Department. The proposal is being forwarded by the Grassroots Alliance for Public Accountability. The Alliance proposes to form a civilian commission to oversee the CPD - adding yet another layer of civilian administration and governance without heed to the civilian controls that already exist. Dick provides a provocative insider's perspective to the issue in an opinion piece running in today's Crain's Chicago Business.
