They represent a growing, multifaceted threat that can strike alone or in combination with other states or federal agencies, creating an alliance that can cause a bigger headache for bad actors in their path. On another trend Lori comments, “I think you’re going to see smaller states not join those larger states, and tackle issues on their own”, a strategy that makes sense because their lower populations give them a smaller slice of per-capita settlement distributions.
