Ryan represents client interests before the Virginia General Assembly, Governor’s Office, and numerous state agencies. He provides insight to clients on Virginia’s political process and develops and coordinates grassroots and grasstops advocacy campaigns.

Ryan was previously appointed by Governor Terence R. McAuliffe to advise the Secretary of Commerce and Trade, Cabinet and Governor’s Office on policy issues relating to energy, including renewable energies such as solar and wind, utilities, energy efficiency, climate resiliency, and other topics relating to Virginia’s energy industry and economic development. Ryan also previously served as deputy director of scheduling in Governor McAuliffe’s administration, where he coordinated with the Governor’s Council on Youth Entrepreneurship, leading the administration’s work on technology, innovation, and entrepreneurship working alongside higher education and K-12 schools. 

Ryan has a strong background in campaigns, coalition building, and grassroots organizing. He previously worked in field organizing for President Obama’s 2012 reelection campaign in Virginia and Governor Terry McAuliffe’s 2013 gubernatorial campaign and also led market development for 1776, a global innovation network connecting startups, governments, and corporations.

Prior to joining Cozen O’Connor, Ryan was a government relations manager in the Richmond office of a national law firm. Ryan earned his undergraduate degree from Fordham University and his Masters of Public Administration from Virginia Tech.
