While Governor Kathy Hochul has prioritized reforming the state’s environmental review process and expanding the J-51 tax incentive, some lawmakers have pushed for higher taxes on corporations and millionaires, a proposal Hochul has strongly opposed. “From a big picture point of view, it’s hard to persuade legislators to raise taxes in the best of times and in an election year unless there’s a genuine crisis,” said Ken. “It doesn’t matter where they fall on the ideological spectrum; they need to be able to tell their constituents they have exhausted all other possibilities.”
