Thomas Casparian provided an update for the Manufactured Housing Educational Trust —Mobile Home E-Series, to answer some questions MHET has posed that are plaguing community management, and help explain the web of emergency rules and restrictions. Some localities are prohibiting rent increases during the state of emergency. Can emergency government orders restricting rent increases override long term leases? Can 90-day rent increase notices be sent when the effective date is after the expiration of a current rent-freeze period? What if the rent freeze is extended to now include the date of the noticed rent increase; does the park owner have to start all over again? Thomas provides answers to these questions along with a few other concerns.
