Cozen O’Connor Public Strategies Adds Sean Clerget as Senior Principal in Washington, D.C.

Cozen O’Connor Public Strategies, the bipartisan government relations and communications affiliate of international law firm Cozen O’Connor, today announced that Sean Clerget has joined as senior principal in its Washington, D.C., office.

Sean works across Congress and the executive branch at the intersection of federal tax policy and high-stakes government investigations. He advises public companies, private businesses, trade associations, and nonprofits on how policy shifts and congressional scrutiny can affect legal, financial, and reputational risk—helping organizations assess emerging exposure, prepare for potential investigations, make informed decisions, and separate genuine legal and enforcement threats from the daily political noise in Washington.

Sean brings perspective from both sides of the table. As chief tax counsel to the Chairman of the U.S. House Committee on Ways and Means, he directed the development of all tax policy matters for the committee and the House of Representatives and worked closely with the U.S. Department of the Treasury and the Joint Committee on Taxation. He led the development, drafting, and passage of the tax provisions of the One, Big, Beautiful Bill (H.R. 1)—one of the largest tax bills in modern U.S. history—guiding the legislation through committee markup and House passage and advising members throughout the reconciliation process.

Previously, Sean served as chief oversight counsel to the Ways and Means Committee, where he led complex investigations across the committee’s full jurisdiction and served as lead congressional investigator on multiple high-profile matters. He also served as a shared staffer for the U.S. House Committee on the Judiciary and the U.S. House Committee on Oversight and Government Reform to facilitate joint investigative efforts. In these roles, he regularly coordinated with House leadership, briefed members of Congress on investigative developments, and testified multiple times before the Ways and Means Committee. These experiences give Sean a thorough understanding of how legislative debates can evolve into oversight and enforcement activity.

Before entering public service, Sean was an associate in the litigation & investigations practice at Arent Fox LLP, where he represented clients in high-stakes U.S. Department of Justice investigations and complex regulatory and litigation matters. He also served as a law clerk to the Honorable Theresa L. Springmann of the U.S. District Court for the Northern District of Indiana.

Sean earned his Juris Doctor, graduating magna cum laude, from George Mason University School of Law (now Antonin Scalia Law School), where he was an articles editor for the George Mason Law Review and received multiple writing and academic honors. He graduated summa cum laude from Wabash College with a Bachelor of Arts in Political Science.
