Cozen O’Connor Public Strategies Deepens Federal Health Policy Bench, Adding Four Lobbyists

Cozen O'Connor Public Strategies, the bipartisan government relations and communications affiliate of international law firm Cozen O'Connor, today announced the addition of Rodney Whitlock, Debbie Curtis, Katie Waldo, and Maddie News to the firm's federal health policy practice in Washington, D.C.

A highly respected health policy authority, Debbie partners with clients to advance their priorities in U.S. Congress and beyond. With more than three decades of experience on Capitol Hill and in the health insurance exchange marketplace, she helps clients anticipate policy and regulatory changes and execute effective advocacy. She also brings deep experience engaging with industry stakeholders and government officials at the federal, state, and local levels.

During her 24 years as a congressional staffer, Debbie most recently served in a joint position as chief of staff to U.S. Representative Pete Stark (D-CA) and as a professional staff member on the U.S. House Committee on Ways & Means’ Health Subcommittee. She played an integral role in developing and advancing health legislation through the committee. With a focus on improving and protecting Medicare, she was a key staffer in the development of the Affordable Care Act and worked closely with the administration, other congressional committees, and leadership on its implementation.

Following her time on the Hill, Debbie joined DC Health Benefit Exchange Authority. At the Authority, she was a founding team member that established and operated DC Health Link, the District of Columbia’s state-based health insurance exchange marketplace. In that role, she engaged with stakeholders, advocates, and government officials at the local and federal levels and led the Authority’s interactions with the Centers for Medicare and Medicaid Services.

Debbie earned her Bachelor of Arts in Political Science from Boston University.
