Nathan Toth

Principal, Cozen O’Connor Public Strategies

Nathan assists clients with managing and executing all aspects of expense and capital budgeting, financial and cash flow analysis, project tracking, and grants administration.

A proven financial professional with over 15 years of management experience, he has demonstrated continued success in private sector finance, government finance, project accounting, and higher education financial management.

Prior to joining Cozen O’Connor Public Strategies, Nathan served for 11 years as the finance division deputy director for the New York City Council, where he oversaw the preparation of budget reports and hearing documentation for 26 city agencies. He played an integral role in negotiating the New York City budget and oversaw the Council’s capital discretionary process. He also served as the assistant director of infrastructure and as a legislative financial analyst for the city council and as an analyst for the New York City Office of Management and Budget.

Nathan also brings experience in education budgeting and finance. He served as the director of operations for capital plan management for the New York City School Construction Authority, where he supervised the creation and implementation of the Department of Education’s five-year $11 billion capital plan, and as a budget officer for New York University, where he helped to develop short-range, annual, and long-term operating budgets and forecasts.

Nathan earned his bachelor’s degree in economics and management science from SUNY-Cortland and his masters of public administration from Baruch College.

Toth, a veteran government official who played a leading role in overseeing the city’s massive $103 billion fiscal 2022 budget, joins Cozen O’Connor Public Strategies as a principal and will work out of its Manhattan office.
