Recently, the Commonwealth Court approved higher customer utility surcharges to finance infrastructure repair. “The decision represents a deferral by the Court to the ratemaking expertise of the Public Utility Commission,” says Zambito. “It reaffirms an old adage among utility rate lawyers and consultants: ‘ratemaking is an art, not a science.’”
