Debra said the religious groups involved may consider a Trump administration to be a better negotiating partner than the current administration, and will likely want to press the pause button until he takes office. "What is clear, is that it is unlikely that a resolution is going to occur in the waning days of the Obama administration," Friedman said. "From the affiliated religious organizations' perspective, they may get a more favorable solution if they wait to work out the detail until the Trump administration is in place."
