Cozen O’Connor Construction Group Recognized as a Law360 2025 Practice Group of the Year

PHILADELPHIA, March 2, 2026 – Cozen O’Connor is proud to announce that the Construction Law Group has been named a Law360 2025 Practice Group of the Year. The Construction Law Group was also recognized with this honor in 2021 and 2019. Over the last year, the group has had significant achievements in infrastructure projects and litigation. Among these victories were the firm’s successful representation of a joint venture on a Massachusetts wind farm project and obtaining a $65 million settlement for Hitachi Rail in its year-long lawsuit against the Massachusetts Bay Transportation Authority.

Law360 interviewed the Construction Group’s Co-Chairs, Bruce Ficken and Raymond DeLuca, regarding this recognition. “I don’t think there’s any firm that’s in our space that has the record of success and litigation that we do and all of it has been supported by a very positive culture,” said Bruce. Ray commented on the complex construction issues involved with representing an offshore wind facility. “The logistics of supporting a project that is offshore, in terms of getting materials, workers, and then constructing under some of the harshest conditions, make the project an incredible challenge,” he said. “Then, you loop into that all the political and other issues that go along with offshore wind in the U.S., as well as having [joint venture] members from all over the world, it presents as one of the most challenging construction projects that’s being undertaken in terms of dollars, size, and complexity of construction.”  

In addition to these victories, another major litigation win for the group involved representing an industrial painting and coating company in a legal dispute with a business rival. The dispute was over subcontracting work for a $560 million repair job for a U.S. Navy ballistic nuclear submarine dry dock in Georgia’s Naval Submarine Base Kings Bay. While the settlement terms are confidential, according to Ray, the complex litigation involved “multiple tiers” due to the involvement of “upstream folks,” including contractors, subcontractors, and other parties.
