On behalf of his client Virginia Restaurant, Lodging and Travel Association, he raised concerns about regulatory parity and public safety, noting that restaurants serving spirits remain subject to the commonwealth’s “45 percent rule,” which requires food sales to account for a significant portion of revenue.
