Senior Principal, Cozen O’Connor Public Strategies

Meagan brings nearly two decades of combined public and private sector political experience and a solid track record of building and leveraging important relationships with key federal government officials and agencies. She has experience advancing critical policy issues related to telecommunications, technology, transportation, consumer protection (including auto safety and personal information protection), foreign affairs, financial services, health care and rural issues.

Before joining Cozen O'Connor Public Strategies, Meagan served as deputy chief of staff for Senator Peter Welch of Vermont. She prepared comprehensive briefing materials and talking points on major policy issues, drafted bills, led policy expert teams, and developed relationships with key policy influencers, government agencies, advocacy groups, and think tanks to support various policy objectives. Before that, she worked for then-Congressman Welch and Senator Udall of New Mexico.

Meagan began her career in the Alaska state legislature before working as a legislative assistant for Senator Mark Begich of Alaska. She then moved to the private sector, first as director of government affairs for the NTCA - The Rural Broadband Association, where she was the principal Government Affairs contact for more than 50 bipartisan offices, developing relationships with members of Congress and their staff to advocate on behalf of nearly 900 small, rural telecommunications companies. She later joined USTelecom, where she was vice president of government affairs, engaging in lobbying efforts within the Senate Democratic Caucus, focusing on issues directly impacting the largest wireline broadband providers in the United States.

Meagan earned her B.A. in women’s studies at the University of South Florida in Tampa.
