Mo Brooks calls for scrapping part of the H-1B program’s lottery system, among other tweaks. Scott said that the H-1B executive order is largely open to interpretation and “not very crystal clear.” In the short term, it will likely touch off more compliance investigations than anything, he said. “The reality is there’s just going to be more enforcement,” he said.
