Stephen Pate, of Cozen O'Connor's Global Insurance department, authored an article titled, "Reconstruction Politics and the Galveston Seven: The Struggle to Appoint a Judge in the Eastern District of Texas, 1869-72, Part I" which appears in the Winter 2018 issue of the Texas Supreme Court Historical Society Journal. This article discusses the resignation of Judge John Charles Watrous, the only U.S. District Court Judge of the Eastern District of Texas in 1870 and how this caused a reconstruction period in Texas.
