Brian Doll and Larry Prosen discuss the Supreme Court's elimination of Chevron Deference, which will make it easier for government contractors to challenge agency decisions and interpretations of statutes.

Brian has significant government contracts experience, including successful bid protests at the state and federal levels, contract disputes with the federal government before the Armed Services Board of Contract Appeals, and regulatory advising. He also has investigations experience, both on the government side and in representing clients. He has written extensively on government contracts issues and strives to keep clients well-informed regarding the latest legal developments that could impact their business.

Brian is also a strong litigator who has experience in highly complex disputes in the construction, energy, and government contracts industries. He frequently engages in oral advocacy and handles all aspects of discovery.

He regularly advises clients regarding the Davis-Bacon Act and associated regulations, the Small Business Administration 8(a) Program, the Department of Transportation’s Disadvantaged Business Enterprise Program, and the Federal Acquisition Regulation.

Brian also has experience drafting contracts, commercial purchase agreements, and terms and conditions for clients in a variety of industries.

Prior to joining Cozen O’Connor, Brian served as a law clerk for the U.S. Senate Committee on Finance and the U.S. Senate Committee on the Judiciary. He is also a former professional bowler and has professional working proficiency in Japanese.
