WEST PALM BEACH, Fla., March 16, 2026 — International law firm Cozen O’Connor today announced four of Florida’s leading commercial litigators — each with a track record that includes representing corporate clients in complex and high exposure, plaintiff-side fraud investigations and litigation — have joined its fast-growing Commercial Litigation Department, launching the firm’s Fraud & Recovery practice.
The new attorneys come to the firm from Holland & Knight and include David I. Spector, Adam K. Hodges, and Andrew M. Loewenstein, who join the firm as shareholders, and James J. Duffy, who joins as a member. Duffy will work out of the firm’s Boca Raton office; the rest of the group will be located in West Palm Beach. Combined with the opening of its new Fort Lauderdale office in February, the new team reflects Cozen O’Connor’s rapid and ongoing expansion in Florida.

Spector, who previously served as co-chair of Holland & Knight's Fraud and Recovery Team and will lead the newly formed Fraud & Recovery practice, is an experienced first-chair trial lawyer who focuses his practice on the investigation and litigation of fraudulent schemes and unfair and deceptive practices. His clients include State Farm, the largest property and casualty insurer in the country, as well as health insurers, financial institutions, and self-insured retailers as well as businesses and individuals involved in high profile disputes.
Hodges, who will act as office managing partner of the West Palm Beach office and serve as co-vice chair of the Fraud & Recovery practice, focuses his practice on insurance disputes and litigation, with a specific emphasis on health care matters. His background includes advising insurance companies through the investigation and litigation of organized and systemic fraud schemes at the county, state, and federal court levels. He also represents executives in conducting and responding to fraud investigations.
Loewenstein, who will serve as co-vice chair of the Fraud & Recovery practice, concentrates his practice on complex health care, business, and labor and employment matters, representing insureds and underwriters in connection with transactional risk products, including the issuances of representations and warranties (R&W) insurance policies. He also represents MGA/MGU clients as well as reinsurers. His clients range from startups to Fortune 500 companies and include major insurers and financial institutions.
Duffy brings experience with all levels of pre-suit investigations and the litigation process, focusing on the identification of fraudulent and unlawful activity and devising theories of recovery. He handles matters involving predetermined treatments schemes, patient brokering and violations of Florida's Patient Self-Referral Act and the state's Health Care Clinic Act.
