The Trump administration has propelled this transition by directing executive agencies to pivot from so-called regulating by enforcement to providing clarity and encouraging innovation. This, in turn, has opened the door for state attorneys general to become more active in asserting their authority through fraud actions, and in some cases, broader enforcement.
