Evan focuses his practice on securing zoning and land use approvals for developers and landowners in jurisdictions throughout Northern Virginia, including Arlington County, Fairfax County, the city of Fairfax, and the city of Falls Church, among others. Such approvals include re-zonings, special exceptions, special use permits, and Administrative Regulation 4.1 Site Plans. Evan advises clients on state and federal legislation and regulations that affect real estate development. He also assists clients with essential changes to local jurisdictions’ comprehensive plans and zoning ordinances. Evan’s clients include mixed-use project developers, large corporations, commercial property owners, small business owners, nonprofit organizations, and churches.
Prior to joining the firm, Evan was a partner in the Virginia office of a national law firm. Before that, he spent nearly a decade at a Northern Virginia land use and development firm. He is an experienced litigator who has worked with the Environment & Natural Resources Division of the U.S. Department of Justice, serving as lead counsel on 25 civil cases in federal court.
Evan earned his bachelor’s degree from the University of Texas at Austin and his law degree from the University of Texas School of Law. Evan has been recognized by Chambers USA as an Up and Coming, Real Estate: Zoning/Land Use for Northern Virginia.
