Ryan brings extensive experience in the regulated utility industry, having served as General Counsel for the Minnesota Public Utilities Commission and Assistant Attorney General in the Office of the Minnesota Attorney General, specifically within the Residential Utilities and Antitrust Division. His career spans over a decade of public service, during which he has been responsible for providing comprehensive legal advice on various aspects of management, strategy, and regulatory matters.
With his background, Ryan has developed a profound understanding of the operational dynamics of utilities within the regulatory framework. This enables him to effectively navigate the complexities of the industry, ensuring that both client interests and regulatory requirements are met harmoniously. He is particularly well-equipped to assist clients in adapting to the ongoing transitions within the energy and communications sectors, offering strategic guidance on how to foster growth and resilience in a rapidly evolving market.
Ryan's proactive approach includes maintaining strong relationships with key stakeholders across the energy sector. He focuses on minimizing potential litigated issues, striving to achieve favorable outcomes for his clients through negotiation and collaboration.
In addition to his regulatory experience, Ryan has substantial experience in administrative law and contested case proceedings. He has worked closely with state agencies, engaged in drafting and reviewing legislation, and handled high-stakes appellate matters. His experience extends to environmental review requirements under both state and federal law, as well as advising clients on compliance with data practices and Open Meeting laws.
Ryan joined the firm with his colleagues from the Energy and Public Utilities practice of Moss & Barnett in 2026. He earned his J.D., magna cum laude, from the University of Minnesota Law school, where he was the managing editor of the Minnesota Law Review and Constitutional Commentary. After law school, he clerked for the Honorable Kathleen D. Sheehy of Minnesota District Court, Fourth Judicial District. He earned his B.A. in economics and political science from the University of Wisconsin-Madison.
